Такой демократический институт как добровольное сообщество, не в формальном, а в фактическом виде, - возможно лишь на основах христианской морали, которая среди пилотов отсутствует, в силу как объективных, так и субъективных причин.
Для объединения, необходимо созреть не только интеллектуально, но и морально, и духовно.
В такой ситуации действительно лучше зарегистрировать несколько АОПА, чтобы появилось иллюзия альтернативы.
1. АОПА ЛА с синими законцовками на крыльях.
2. АОПА ЛА с красными закрылками.
3. АОПА ЛА с толкающим винтом, и хвостовым колесом.
4. АОПА ЛА с носовой стойкой, и желтыми рулями высоты.
ИТД.
После этого, когда немного все успокоятся, можно и дальше продолжать перепалки на форумах, но при этом, координировать действия в улучшении законодательной базы. А еще продолжать созревать морально, и возрастать духовно.
А когда ситуация созреет, можно будет задуматься и об одном объединении, для всех воздухоплавателей.

Когда мы пытаемся создавать структуры, до которых люди еще не дорасли цивилизационно, мы получаем примерно те же результаты, как и при употреблении незрелых плодов.
До объединения воздухоплавотелей нужно дорасти, - иначе никак.

Нужно иметь прежде всего:
1)Желание тянуть воз, в виде любой организации.Как бы она не называлась.
2)Уметь нести ответсвенность,обязательства (а они будут 100%)
3)Иметь меньше гонора,больше конструктива.
4)Исполнять букву закона.Если что прописанно правилами, уставом.Будь добр исполнять.
